    i hope so... But as an engineer working in operator from Paraguay, I saw difficult as the prices for others services where they came first with lower prices, gained some custumers, made left other competitors and then... they increased they prices to make as was the others competitors :/
    so in the end... It's not cheap

    Should not be too ground braking for most markets, in many countries law exist/are planned on limiting the cost of telecommunication anyway
